Tim founded CSI in 1981.  He is the driving force behind the company’s success. For more than 29 years he has been building and maintaining Telephone, Power, Fiber, Wireless and CATV infrastructure for clients across the country. With his leadership CSI has grown into a seven state Utility Construction Firm with over 400 people. His goal is for CSI to continue its development as a corporation that provides the ultimate service to its clients; while at the same time providing a safe work place in a company that takes care of its employee’s, and operates on solid Christian principals. 

Tim graduated from the University of Alabama, in Tuscaloosa in 1981 with a Bachelors of Science in Commerce and Business.  He is a licensed commercial multi engine instrument pilot.  He also holds numerous other licenses:

Owanna Victory

Owanna is a native of Alabama.  She was crowned National Miss US Teen in 1977and the Yellow Rose of Texas 1978. She attended the University of Alabama at Tuscaloosa; where she graduated in 1981 with a BA in Communications.  She is a co-founder of Communication Services, and has been an integral partner for 29 years.

Owanna is directly responsible for developing, building, and implementing CSI's automated workforce management system that handles over 30,000 service orders annually.  She monitors all aspects of workforce productivity for a seven state area.

Owanna now serves as an active Board Member for the Marshville, NC Chamber of Commerce.

Marty has been with Communication Services, since December 2002.  He previously was employed as Vice President / General Manager with Crown Castle where he was responsible for wireless development and asset management within Alabama, Mississippi and Florida.  Prior to Crown Castle, Marty was employed by ALLTEL Wireless.  He served as Staff Manager of wireless implementation / project management group for Florida, Georgia and Alabama.  His experiences with wireless implementation range from raw land developments to overlaying analog networks with digital platforms.  
Marty is in charge of Alabama, Florida and Arkansas operations where CSI is contracted as the single source provider to install telephone drops and mainline infrastructure for local telephone company’s.  Additionally, Marty assist in the responsibilities of business development in underground utility work as well as wireless development opportunities.

Wayne Maddox

Wayne joined Communications Services Inc. in January, 2004. As Safety Director he is responsible for developing, training and reinforcing work practices that ensure that CSI has a safe work force that is trained in OSHA and DOT. His goal is for CSI to be recognized by OSHA as a SHARP contractor. His credentials include:

American Red Cross, CPR, AED, and First Aid instructor certification, certified as a Traffic Control, Supervisor, Technician and Flagger instructor; OSHA certified instructor for confined space, competent person, trenching and excavation, instruct Pole top rescue, bucket escape, bucket rescue and forklift training.

Prior to joining CSI he was employed by Alltel (now Windstream) for over 25 years holding various operational and management positions. During his last 5 years he served as Outside Plant Supervisor, and was responsible for three exchanges, including all new Business and Residential services and maintenance, ranging from simple dial tone to DSL.

Kenny Mashburn

Kenny joined Communication Services, Inc. in 2007 as Operations Manager of the Power Division.  He is responsible for the day to day power construction consisting of  underground cable replacement and termination, emergency repairs, storm damage restoration to mast arm construction and  Street light installation and maintenance. He has over 12 years of operational and management experience and has spent 7 years working in the Duke Energy system.

Mark joined CSI in 2008 as Regional Operations Manager. He is responsible for all operations in 5 states.  Mark has twenty years in the communication industry throughout the continental US with experience in OSP engineering and design for both CATV and Telephony, project management, plant protection and executive leadership.

Mark was Vice President of Operations for Traces, Inc., Vice President of Operations for Cox, USI, Corporate Project Manager  for CLS, Project Manager for Aldridge Electric, Broadband Network Engineer/Project Manager for Lexcom Communications, OSP / Broadband Design Engineer for Mid-South Consulting Engineers and OSP Engineer for Byers Engineering Company.

Allen joined SpliceCo USA, LLC in 2008. SpliceCo is a sister company to CSI. He has served for 38 years in the Telephone Industry previously holding positions of Vice President of Operations for DS Telephone, Vice President of Operations for JMI. His Experience includes managing groups of up to 70 splicers, assisting in new business development, bidding and negotiating contracts. He is currently responsible for Operations of all Splicing, copper/fiber, I/R, Cutover, Video, Voice & Data in the south east.
